A commonly held belief is that being 'safe' is about the "absence of adverse outcomes". But this may largely be due to luck and personal experience (it's never happened to me). We measure this safety by accident rates, enforcement action, illness, claims etc. This view sees H&S management as a burden to getting business done efficiently and an expense that eats into profit.
Perhaps H&S can be expressed differently; as something to do with an "ability to succeed under varying conditions" (Hollnagel), or "maximum attainable resistance to operational hazards (and still stay in business)" (Reason). H&S performance measurement and improvement is an on-going process of clarifying all the things we do to succeed in the face of challenge, and then enhancing these things (Dekker). H&S becomes so closely aligned to good business practice that it is no longer optional. It becomes ' the way we do things around here'.
